Bell's palsy
facial palsy is motor neuron lesion of facial nerve which may be upper or lower..................in both unilateral upper and lower MNL there is deviation of mouth towards normal side............but lower MNL is associated with bells phenomenon[eyeballs rolls upwards]

where as BELLS palsy is an acute condition caused by swelling facila nerve in the facial canal resulting in LMN paralysis of that nerve and usually assosciated with hypoguesia
